The commission headed by Justice PC Ghosh conducted an inquiry into the Kaleshwaram project in Telangana for about 16 months. Finally, it submitted a final report of 650–665 pages to the government. This report led to a big debate in the state politics.

The commission report revealed many important things. It was clear that technical errors were made in the construction of Medigadda, Annaram and Sundilla barrages. The report stated that valuable public money was wasted due to these errors. The commission's opinion was that the then Chief Minister KCR was directly and indirectly responsible. The report also said that former ministers Harish Rao, Etala Rajender and some other officials were also part of these errors and corruption.

Some key points were also highlighted in the report. It said that important decisions were taken without the permission of the cabinet, that expert advice was ignored, and that work was started before the DPR was prepared. It also made it clear that political motives took precedence over public interests.

The government also responded to this report. A committee of officials was appointed and examined the report. After that, it was prepared in a concise form of 60 pages and submitted to the cabinet. This development became a strong weapon for the opposition parties. The Congress party strongly demanded that this report be brought before the public. They believed that such reports should be discussed openly in a democracy.

The BRS party formulated its own strategy. It decided to make a PowerPoint presentation so that the public could understand the full details. The party also demanded that the report be made public.

However, KCR and Harish Rao did not accept this report. They argued that the commission was formed for political reasons and that it lacked credibility. That is why both of them filed separate petitions in the High Court and asked for the report to be stopped.
